Because, by contrast, White people aren't being systemically targeted by law enforcement based on racial identification.

While women/girls are targeted in higher numbers than men/boys due to systemic failings, the system also too often fails men/boys when it comes to sexual assault & rape.

The point of systemic reform is to reduce/eliminate the number of victims across-the-board -- *NOT* to say "Oh, we're only going to make things better for CERTAIN TYPES OF victims."
