As far as what it means in terms of food security -- I'd say it means that most U.S. Farm Bills have been drastically underdelivering in respect to the overall needs of the American people.

I don't know that I agree America as a whole is necessarily "left-of-center," seeing how individual citizens can be very much split in which ideological directions they will veer as far as evaluating their social and economic leanings. E.G., someone who is socially-liberal but economically-conservative, or vice versa.
