The election results are official when they're official.

If a defeated candidate wants to follow up their public concession speech with a personal phone call to the victor -- or by sending a nice gift basket to the winning candidate's new office -- that's totally up to them. But it's also totally optional, and it shouldn't be considered the default in terms of "etiquette."
