From my understanding of Turkish culture, it's one of those nations that runs the gamut -- its population has an evenly-divided spectrum of almost every skin pigment imaginable...with a bell curve peaking in the "dark beige" / "light brown" portion of that spectrum.
Other countries with this sort of diversity include Spain, Morocco, Brazil, Madagascar, and Singapore.
In Nigeria, a Turkish person with light brown skin might be considered "White." But in the United States, that exact same person could be identified as a "Person of Color."
