I agree with you 100%, all-around.

The only caveat would be: if a biological father wants to opt out of paying child support for his child, he should be required to sign away all parental rights (including visitation).

If he doesn't want to be a part of his child's life, he can't get the perks of fatherhood when forgoing the responsibilities.
