I disagree with you, here. Clothing should never be an excuse for anybody to prey upon anyone else or violate their body.
That being said, I'm agreement with you insofar as schools and institutions are sending the wrong message, treating rape as a binary problem. So much of the literature frames it all in terms of "Women, nobody has the right to violate your body" juxtaposed alongside of "Men, you don't have the right to violate a woman's body."
Instead, the language should be, "No PERSON has the right to violate another PERSON'S body." And this language should be instilled as part of Consent Education from a very young age, for all students across-the-board. Otherwise, the language is being exclusive of people who are transgender, nonbinary, and genderfluid, or in same-sex relationships.
