I mostly agree with your sentiments, here. But the only way this philosophy REALLY works is if it's coupled with anti-bullying policies. And then, of course, we're faced with the tougher dilemma: how to empower kids to deal with covert/subversive (unseen to the teachers/staff) bullying from peers in schools.
