I suspect leaders of the AMPTP are just holding out, at this point, for show. Much like the debt ceiling standoff. They don't want to be perceived as "weak" by "caving in" too quickly. When they do reach a new deal with the WGA, they'll spin it to make themselves sound magnanimous -- as though they're somehow doing the writers a favor.
