I think the better question is: Why is it necessary for anyone to randomly comment on anyone else's appearance, in a negative or descriptive way, in the first place?

I can understand an author doing it while writing literature about fictional characters. But if you're describing somebody in real life, there are so many better ways to acknowledge their physical appearance than bringing up their body size.
