I wonder if they are discussing this proposal because they know it will never actually pass, but it's a starting-point so the councilpersons can "bargain down" to a reparations package where the funding goes to community (re)investments rather than an individual's direct bank account?

Also, if they are seriously considering individual reparations: I wonder what specific verification/evidence each Black individual applying for reparations would need to provide, related to their ancestry?
