Ija, I think "dog people" (or people who think they're "dog people") can often have this sense of entitlement when it comes to other people's pets.

My ex-boss's wife and I were in the grocery store once, and she approached this other shopper who was holding a cute little poodle in her arms.

Judi came over and started tickling the poodle and talking to the poodle like a child.

It growled, and bit Judi's finger.

Judi reprimanded the dog, hurt...and asked the woman how she could let her pet do that to someone else.

The woman responded, deadpan, "You shouldn't have touched him."
