In addition to those in their privileged bubbles you describe, I think there's also a second subset of people who are intentionally politically-apathetic.

They're the ones who have become so jaded and cynical about politics that they freely admit they're basically just giving up. That's not to excuse their behavior or claim they're any "better" or "worse" than the first subset of apathetic folks...but just a glimpse into a different type of psychology.
