Mandatory insurance is going to be a deal-breaker with many on the Right and in the Center. Licensing and training should be mandatory to make sure guns are being used by responsible people. Mandating exorbitant liability insurance, on the other hand, is clearly being done to disincentivize private gun ownership per se.
