My only quibble with your definition for racism is that the belief in racial superiority/inferiority (when passively and silently held) is a prejudice -- however, once that prejudicial belief becomes ACTIONABLE or BEHAVIORIAL, it would definitely be a racist action (regardless of the aggressor's skin color, or their target's skin color).
