My parents, who consume a steady diet of Fox News, keep telling me how, apparently, some of these cities have instituted laws where rioters/looters are "allowed to" steal "up to $1,000 worth of" items.

Is this misinformation? Because I haven't heard ANYTHING about this alleged policy anywhere in the mainstream news.
