No one is being encouraged to move their stories OFF OF Medium. But Mastodon is just yet another venue for us to promote our Medium articles to folks outside of (and who might happen to also use) Medium. I use both Twitter and Mastodon to pimp out my Medium articles using a friend-link (although I won't get paid for the external reads, but I'm fine with that).
