Of course they would...but that didn't stop Democrats from putting H.R. 1 up for a vote, even when they knew it would never pass.

The point is to get U.S. Representatives and U.S. Senators on record as having opposed common sense legislation. Although I agree with everyone who believes in the necessity of passing H.R. 1, it's a massive bill containing individual provisions to which any lawmaker could theoretically object (in order to scuttle the entire bill).

By forcing votes on narrowly-written, concise legislation, piecemeal-style, the Democrats could create a P.R. nightmare for Congressional Republicans.
