Would policymakers and legislators take it more seriously if the business side of it was emphasized more? As in, the potential for new job creation and more diverse profit margins.

For those who aren't inclined to be altruistic in their legislative priorities, insofar as environmental stewardship, perhaps this would be an alternate motivator?
