Regarding Emma Watson, my guess (and I don't know her personally, so I could be wrong) is that she assumes that male self-empowerment will be a natural byproduct alongside of systemic reforms that bring equality to women.

As far as the "mansplaining" terminology: if one reads Rebecca Solnit's original essay on the dynamic, the biggest factors that would distinguish mansplaining from standard interrupting is that mansplaining is done in a manner that's UNSOLICITED (without a woman asking a man for clarification) and PRESUMPTUOUS (where he automatically assumes he has more expertise, just for being male).

Barring those unsolicited or "self-inflated expertise" components, it wouldn't be mansplaining (no matter how much some women would like to attribute it mainly to one's "tone").
