So, let's take that example. The statement "America is not a racist country."

There are multiple interpretations of what the speaker could mean, such as...

1.) "A majority of Americans aren't racist."

2.) "Most of the systems in America aren't racist."

3.) "Racism is no longer the epidemic it once was."

I'd be inclined to agree with the first statement, while sharply disagreeing with the second and third statements.
