The intention and purpose would be to make sure applicants who belong to underserved groups aren't being overlooked or ignored during the competitive application process.

How would we measure that? Compiling and tracking data, annual reviews, and surveying/interviewing stakeholders (in this case, enrolled students) about their experience within the institution.

How to implement it? The first step would be devising a list of intersectional attributes that would make the college campus a more inclusive environment (including, but not limited to, race). Then, the Admissions Department needs to explore the options for how that would interface with the application process and the evaluation of applicants. The intersectional attributes may not come into play until a certain point in the admissions process (when applicants with academic scores below a certain threshold are eliminated from the pool). And there needs to be a qualitative evaluation process beyond that, taking into account individual essays and credentials...not arbitrarily assigning numerical "points" just because an applicant happens to check off this-or-that box.
