The problem here is that, with a VAT, you'd have to exempt some goods and services. And then EVERYONE is going to want an exemption for themselves (and will turn to their local lobbyist for help, in short order).

And then inflation will accelerate.

And then Democrats will get blamed.

And we'll be back to Square One.
