The problem is that some people (such as the peer-reviewed author you'd cited) are conflating "whiteness" with "white supremacy." They're afraid of letting racist White people off the hook by minimizing racism as something that only KKK members can practice...so they proceed to overcompensate and "overcorrect" (*eyeroll*) in the opposite direction, with their pathologically-inane new definitions.
