I think multiple things can be true at the same time. The likelihood for (mistreatment/abuse due to) racial bias might be higher in specific areas due to somebody being BIPOC -- but, that doesn't increase such likelihood to 100% by default.
Furthermore, when incidents of power abuse and mistreatment go against what the statistics would otherwise have us predict, we still need to take those cases seriously.
The key word you hit upon is "trend." When there is indeed a trend that's been identified, it most likely indicates a broader systemic problem.
