Toxic Masculinity = The perpetuation (including aiding-and-abetting) of a dominant, misogynistic, heteronormative culture

The whole point of chopping off Samson's hair was with the intent to "emasculate" him, and, certainly, to subdue him. Delilah accepted a bribe from the Philistines to disempower Samson's supernatural strength, and then deliver him to their custody once Samson was incapacitated.

Then, the Philistines proceeded to offer up Samson as a human sacrifice to their deities. They would have succeeded, had Samson's hair not begun to grow back...and, upon gaining back his strength, Samson committed suicide (destroying the temple) to take his captors down with him.

Samson and the Philistines were in a constant war, slaughtering each other's people. The Philistines used Delilah as a conduit to destroy Samson; nowhere has it been suggested that Delilah was coerced into doing this. Therefore, Delilah aided a culture of warlike toxic masculinity for her own personal gain (a monetary bribe from the Philistines).
