We need to look at racism in a multilayered and multifaceted way. A starting point is to acknowledge subcategories of racism:

Systemic Racism -- governmentally- or institutionally-engrained policies designed exclusively to marginalize and exclude BIPOC consumers

Social Racism -- individuals weaponizing racial identity against other people, in order to demean, humiliate, coerce, bully, or libel others (interpersonally) due to race-based differences.

Cultural Racism -- an extrapolation of Social Racism, except it is practiced in group settings via groupthink of mob-based mentalities.
