Well, I would assume Botswana is, since it's a majority-Black country. I don't know about Canada, Uruguay, Portugal, Singapore, or New Zealand for certain...although I'm pretty sure Uruguay is, since there are elements of Afro-Caribbean culture infused into Uruguayan society.
