What would be your response to people such as Robin DiAngelo, who claim that members of BIPOC communities can never be "racist," just "prejudiced"?

(Not saying I agree with DiAngelo and her ilk on that -- I don't! But I'd like to hear your potential rebuttal to that argument/philosophy)
