While there will probably never be 100% consensus on what constitutes "systemic racism" and what doesn't...the common denominators seem to be policies and practices carried out by governmentally-funded institutions within the public sphere, targeting BIPOC for no other reason than their identities per se. These injustices can be ignored and perpetuated by authority figures in positions of power, which is why I reject Alicia Garza's claim that "Racism isn't about individuals."
Racism *IS* about individuals, because individuals choose to carry forward racist policies...and individuals are hurt by them. However, when they occur within systems by those who function in positions of power, they become more entrenched (hence the specific reference to it as "systemic racism").
