Why wouldn't Big Ag want to buy up more infrastructure for urban agriculture, to hoard for itself?

NOT that I'm ADVOCATING for this. I prefer small local farms and co-ops thriving. But the Big Ags execs clearly are aware that climate change is hurting their bottom line.
