Yes, I definitely agree with you on strong evidence being partially based on how repeatable experiences are, as that usually indicates disturbing trends that should no longer be ignored -- which are symptomatic or resultant of the core problem(s).

Regarding the second factor you cited: when you say "widely accessible" and "more democratic" in regard to evidence, what might that look like? As in, can you think of any examples where the evidence contains accessibility and democracy while not ENTIRELY relying upon citizens' lived memories?
