Yes, with the Bush/Gore example, Gore conceded too prematurely...and he ended up making himself looking like a fool by having to rescind the concession phone call to Bush when they began noticing more abnormalities in the Florida ballots. He should have held off until they knew whether or not a recount would be happening.

If concession phone calls weren't already an "expected thing," he might not have ended up with egg on his face.

This is why, unless the margin-of-victory is crystal clear, the losing candidate should hold off on formally conceding in ANY venue until statisticians confirm there is zero chance the difference can be made up. In more recent election cycles, we've seen races (especially those downticket) get drawn out for days, or even weeks, while recounts happen.

As I've said all along: I agree that a losing candidate who makes it clear they aren't challenging the results of the election allows the public to accept the results. That in no way requires a phone conversation with fake niceties between the winner and the loser.
