Your proposal is DEFINITELY an improvement over the current tax code, as well as preferable (in my view) to the mainstream "progressive tax" changes that are commonly floated by people on the Left.

I'd actually go further, and say we should have MORE tax brackets than what you're proposing...but your five-percent increments would definitely be a good start, and a much better alternative to what we have now.
